Create Twitch Clips from another Streamer
The first thing is to login to your Twitch account, then search for the stream video clip, from which you want to create the clip.
1.Go to the Twitch Channel, select and open the recording.

2.Click on the Twitch Clip icon at the right bottom corner of the video. Or you can hit ALT + X (works both on Windows and Apple)
3.On the clip taking page you can select the beginning and the end of the start of the clip.

4. Name your Twitch Clip and hit on Publish!
How to limit clip creation as a Streamer? – Clips Settings
If you want to limit who can create Twitch Clips from your videos, then let’s go to the settings and into the Creater Dashboard.

After that select Settings > Stream option at the left side tab. Scroll down a little, and there you will find the Clips Settings.

Here you can disable or enable the clips as default option. If you’re disable, then no one can create Twitch Clips from your videos.
But you can find other options as well, like you can exclude some categories, for example VODs, which we can see that most of the time some creator stealing. But you can strict Twitch Clips only for followers as well as to Subscribers too.
